South Africa’s human-settlements policy is actively moving Innovative Building Technologies into mainstream delivery. In the 2026/27 Budget Vote, the Department said IBTs are being embedded into housing programmes, the Housing Code, norms and standards, and that at least 2% of the Human Settlements Development Grant may be allocated to IBT-related housing projects. FlexiBuild is designed around that direction while recognising certification, procurement and programme controls.

IBT should not sit as a disconnected pilot category. The national direction is to integrate suitable technologies into ordinary housing-delivery and funding frameworks.
