Treat sanitation as part of settlement upgrading
Sanitation interacts with water points, greywater, solid waste, stormwater, access for service vehicles and flooding. DWS guidance on dense settlements similarly emphasises that these waste streams are interconnected.
Reduce dependence on fragile temporary arrangements
Where appropriate and approved, modular sanitation blocks, wet cores, packaged treatment and metered water/service hubs can provide more maintainable infrastructure than repeated emergency provision.
Create an upgrade path
The design should state what happens when the settlement is formalised or bulk sewer becomes available: retain, relocate, connect, repurpose or decommission the system.
